Strategi Keberlanjutan Program Desa Bersih Narkoba (Bersinar) Menurunkan Jumlah Kawasan Desa Rawan Narkoba di Daerah Istimewa Yogyakarta

Drug abuse in rural areas serves as a crucial indicator of narcotics-prone regions. According to the 2019 study by the National Narcotics Board (BNN), the prevalence rate of drug abusers in the Special Region of Yogyakarta (DIY) reached 2.3%, or approximately 18,082 individuals. Meanwhile, the 2024 index of narcotics-prone areas shows that 73% of villages in DIY are still categorized as unsafe. The Drug-Free Village Program (Desa Bersih Narkoba or Bersinar), implemented through collaboration between BNN and the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendes PDTT), currently covers only 81 villages (18.5%). This study aims to formulate sustainability strategies for the Bersinar program to reduce the number of narcotics-prone areas in DIY. The research applies a policy study approach using a mixed-method design, combining qualitative and quantitative techniques. Data were collected through field observations, regulatory document reviews, and in-depth interviews with program implementers at provincial and district levels. Additionally, a survey involving 100 respondents, consisting of volunteers and community activists from 10 Bersinar villages, was conducted to assess the effectiveness of BNNP and BNNK facilitation as well as community independence. Data were processed using KoboToolbox PSKK UGM, and analyzed through descriptive statistics and qualitative triangulation. The findings reveal that the Bersinar program effectively enhances community participation and reduces narcotics vulnerability. However, sustainability remains challenged by limited funding and cross-sectoral coordination. The study recommends three strategic actions continuous monitoring and evaluation, regional government adoption, and institutional synergy of which the first is deemed the most effective and urgent for implementation.
